Educational Qualifications:

Essential:

• Advanced university degree in Pharmacy, Pharmaceutical Quality Assurance.

Experience

Essential:

• At least 7 years of relevant experience in the domain of pharmaceuticals, out of which 5 years  in the domain of quality assurance of pharmaceutical manufacturers and/or quality control of pharmaceuticals.
• Experience in technical and regulatory assessment of products’ dossiers of medicines, medical devices, and personal protective equipment.
• Experience in researching and analyzing legislation and policy of different QA systems.

Desirable:

• Work experience in WHO, other UN or another international public health organization.
• International experience in low-to-middle-income countries.

Skills/Knowledge:

• Good knowledge of the global/international pharmaceutical market.
• Sound knowledge of standards and international regulations for medicines, medical devices (e. g., EU, USFDA, TGA).
• Excellent skills in analysis and design of quality assurance systems within a health setting.
• Excellent communication and presentation skills with the ability to write in a clear and concise manner and give technical advice and guidance.

Languages required:

Educational Qualifications:

Essential:

• First University degree in biology, microbiology, bioinformatics, computational biology, or bacterial genomics.

Experience

Essential:

At least 3 years of demonstrated working experience in relevant technical areas, which include the following:

• experimental biology, microbiology, bacterial genetics/genomics or biochemistry;
• developing and executing bioinformatics pipelines for associating bacterial genetic variation with phenotypic antibiotic resistance;
• preparation of manuscripts and reports; developing plans/proposals; and project management.

Desirable: 

Experience working in multi-national organizations at the global level.

Skills/Knowledge:

• Advanced expertise in computational biology and bioinformatics pipelines, programming in Python or equivalent language appropriate for management of bacterial genomic data and bioinformatics.
• Proficiency in running Linux command line and bacterial bioinformatic pipelines, including quality control.
• Ability to consult the documentation and GitHub resources to review and/or further develop existing pipelines.
• Data management and project management skills.
• Expertise in the development of plans/proposals, meeting facilitation, and report writing to be demonstrated in submitted resume, via video interview, and/or through samples of code, as well as recommendations from previous employers.
• Knowledge of web development and SQL programming.

EDUCATIONAL QUALIFICATIONS

Essential:
University degree in Communications, Journalism, Public Relations, International Relations, Political Science, Public Health (Health Promotion), Life Sciences or a related field.
Desirable:
University degree in Public Health

EXPERIENCE REQUIRED

Essential:
Minimum of five years of experience in strategic communications. The consultant should have experience of working within the UN system, with partner organizations or government agencies.
Desirable:
Direct experience with WHO and the Western Pacific Region is preferred.
Experience of working on outbreaks and public health emergencies is preferred.
Experience in International Health Regulations (2005) Monitoring and Evaluation mechanisms such as Joint External Evaluations/After Action Reviews
